Theme A

7.1 Pillar 1 - Employability

Theme A: Helping people who have difficulty in being integrated or reintegrated into a labour market that must be open to all.

Strategic objectives

  • To combat discrimination faced by individuals and promote equality in the workplace.
  • To test support mechanisms to help target groups integrate or re-integrate into the labour market.

 Policy rationale
 
The Government’s focus on reforming the welfare state for the 21 century continues to give  a high priority to

  • promoting opportunity for all;
  • helping people into jobs;
  • securing a retirement to look forward to; and 
  • getting rid of child poverty. 

The Equal CIP explains that although the labour market remains buoyant, certain groups remain at a disadvantage in accessing employment and existing labour market measures have not been altogether effective in tackling problems they face.  These groups include:

  • women; 
  • the disabled; 
  • older workers; 
  • refugees; 
  • drugs (and alcohol) misusers; 
  • ex-offenders;
  • the homeless; and 
  • those facing social exclusion.

The vast majority of Equal activity to be funded under themes A and B is influenced by the inclusion strategies for Scotland and must focus on testing innovative solutions to tackle the problem of deprivation in disadvantaged areas that are often surrounded by areas with high employment.
