Theme B

Combating racism and discrimination in relation to the world of work.

Strategic objective

  • To tackle patterns of discrimination and inequality in the labour market and improve the employment prospects for ethnic minorities.

Policy rationale

People from minority ethnic groups are more than twice as likely to be unemployed than white people and are less likely to reach senior positions at work.

The underlying reasons are complex and there is neither a simple nor a single solution. However, recent research suggests that we cannot rule out discrimination in the labour market as a major factor behind these facts. We need to focus attention on:

  • the fairness of employers’ recruitment and selection processes;
  • helping employers to understand the economic and social arguments for race equality in the workplace; and
  • providing employers with practical support to develop and put in place effective race-equality measures.

Race is given a separate funding stream within Equal in recognition of how important the issue is and it should also be a feature across all themes. The following list provides cross-strand issues and you should refer to work of the CRE, EOC and the Disability Rights Commission (DRC):

  • race and religion
  • race and age
  • race and disability
  • race and gender
  • race and sexual orientation
  • good race relations
  • equality in public and private procurement to increase equality through contracts and develop opportunities for Black and Minority Ethnic enterprises.

The CRE has produced guidance on procurement and further information can be found in the public sector section of CRE’s website: www.cre.gov.uk
