Guidance

There is specific claims guidance Claims Guidance which should be followed when completing a claim.  This will provide further clarification on all sections of the form and should be referred to in the first instance to address any warning or error messages that appear as a result of validation.

The Objective 3 PME has developed additional  03 Final Claim Guidance March 2006 to assist with the completion of final claims.  Once projects are complete they should also submit a Horizontal Themes Questionnaire.   Please note that final claims for projects approved after April 2004 require an external audit if the total ESF claimed is more than £50,000.  for projects approved prior to this date the limit is £150,000.

There is additional guidance for auditors available which has been produced by Audit Scotland - Audit Scotland ESF Guidance 2005.  This guidance was produced specifically for those auditing Local Authority final claims however the information may be useful for other auditors.

It is essential where projects require to be audited that applicants ensure their auditor is available and will sign off the audit certificate which is produced when the final claim is uploaded by the PME.  An example of the certification Audit Certificate Page is available from the downloads section of the website.
