PROGRAMME MONITORING COMMITTEE The Objective 3 Programme Monitoring Committee (PMC) is responsible for taking a strategic overview of the Programme and critically assessing its impact. The role of the PMC is to:
- Confirm or adjust the programme complement, including the physical and financial indicators to be used to monitor the assistance.
- Review progress made towards achieving the objectives of the assistance.
- Consider and approve the annual and final implementation reports before they are sent to the Commission.
- Consider and approve any proposal to amend the Operational Programme.
- Establish appropriate supporting Committees or structures to assist the Committee in exercising their functions and responsibilities.
Membership
The membership of the Monitoring Committee is appointed by Scottish Ministers. The European Commission (DG Employment) are represented in an advisory capacity. PROGRAMME MANAGEMENT COMMITTEE The Programme Management Committee (PManC) was set up by the Programme Monitoring Committee to consider any matters relating to the implementation of the Programme. The role of the PManC is to:
- Consider recommendations for project approvals following consideration by Advisory Groups
- Monitor the physical and financial progress of the programme and bringing forward recommendations to the Monitoring Committee for any adjustments considered necessary
- Consider the timing of calls for applications and making recommendations to the Monitoring Committee as necessary
- Consider draft annual implementation reports and making recommendations to the Monitoring Committee as necessary
MembershipMembership of the PManC must be agreed with the PMC and will always include membership of each of the sectors the programme is involved with (local authorities, voluntary sector, HE, FE, Sector Skills Councils and the Scottish Enterprise network). Each sector is expected to provide up to three members, preferably with a suitable gender and geographical balance across the Programme area.
